an organisation with teeth is probably too much to ask for, but ASIC is a start, look up their website they should have a section where you can download a form / complain. I did this a few years ago over ASC, of course ASIC did nothing in the end but they do have to respond to you and may look into it. Then they will hit the perpetrators with a wet newspaper or similar harsh punishment. Good luck.
