Clearly no foul play here, I think the author should have vetted the article before publishing it, here is the whole article 7 para 1-4 (only 3 was used as a reference).

To go against the consultation process would be an attack on their own rights, the consultation process is a mandatory lawful process designed to address any grievances or concerns.

Article 7

1. The peoples concerned shall have the right to set their own priorities for the development process, insofar as it affects their lives, beliefs, institutions and spiritual well-being and the lands they occupy or otherwise use, and to exercise control, as far as possible, over their own economic, social and cultural development. In addition, they must participate in the formulation, implementation and evaluation of national and regional development plans and programs that may directly affect them.

2. Improving the working and living conditions and the health and education of the peoples concerned - with the participation of and in cooperation with them - a priority in plans for the overall economic development in the areas they live in. Special projects development of the areas concerned must be designed in such a way as to promote such improvement.

3. Governments shall ensure that, where appropriate, conduct studies, in cooperation with the peoples concerned, in order to assess the social, spiritual, cultural and environmental impact on them of planned development activities. The results of these studies should be considered as basic criteria for the implementation of these activities.

4. Governments shall, in cooperation with the peoples concerned, adopt measures to protect and preserve the environment in the areas they live in.
