Retail buyers accumulate at the detriment of institutional investors (reducing liquidity on offer and propping price).
Institutional buyers have the funds and means to re-rate a stock once they have a substantial low Dollar Cost Avg. holding for their priority accounts.
They also have the means to exit with less market impact then retail.
If the company were concerned about voting powers they would likely issue 15% (Under Listing Rule 7.1) to an insto or major holder that shares their views.
The participant would get that placement and get the opportunity to mop up any fallout from the placement and associated perception of.
