As I've posted before, I think Tesla signing on the dotted line wanting so much has thrown a spanner into the works. I'd be surprised if they haven't been inundated with enquires since the IRA has come out. After all, SYR is the only game in town.

As @BGI suggested, they might be looking at the feasibility of increasing the 2nd expansion beyond 45kt due to demand which takes time. As Shaun has hinted at time and again, the whole industry is watching what SYR does so it isn't just shareholders interested.

One for the first phone calls would be to the US grants office asking for more please.

I think we all get that negotiations may well have run over time and it may not be entirely unexpected.
