just thinking about tails post,must say their is some truth in the unsupported statement,contextually there will be broad revues through the tender process , this does not mean automatic change,it will provide access to new technology that might be of benefit to some.
tenders are an offer at a price or an offer to to fill a need at a price ,so 4 year old whisky might be fine for some, and others will require the subtle refinement of 30 year old stuff
everyone has a budget, and budget is not the answer for everyone
