Just an educated guess as outbound investment of this scale require approval from various arms of the Chinese government.
The silk road nature of the regional infrastructure integration for Central Africa means China can't get a foot wrong and the implementation must be of the highest standard for it will be a showcase of BRI governance for the rest of Africa. LOL
I think it makes sense as Ding's consortium consists of the largest companies (state enterprises) in the world and then there are those Bloomberg, SCMP stories this week about the steel industry urgency to expedite overseas investments.
Congo mines minister Oba umpteenth trip to Yaounde just now on 25 Feb before the signing means the world class Sangha cluster will be connected to the infrastructure binding contracts signed by Bestway and AutSino (they like it mispelt LOL) and China consortium.
So I expect more announcements to come involving the Congo side of the fence.
