contract vs letter of offer

    Been following the progress of a mate of mines sale of his property...

    to condense the story, an interested person wanted to put an offer on the property...the agent advised the potential buyer not to, as there is 2 houses to sell... the agent told my mate, they dont do contracts with subject to with 2 houses...
    anyway..1 house was listed and sold by the agent...the next one is now ready to also go on the market, so my mate had to wait , and today was presented with a letter of offer 30% under the price range....
    So not even a contract that can be countersigned??
    I questioned my mate and said the agent should have taken an offer at the start, then you would have known if he was genuine etc... my thinking is if at the start the lowball offer ws presented and my mate rejected it the agent would not have had the chance to sell one house , and possibly 2...
    Am I on the right track?
    I dont think the agent has acted in the best interests of my mate...
    he is going back and trying to get him up in price...
    the process smells fishy to me....
