    its not retentions - its progress payments

    the seriousness is not just contractor disupte -this goes to the nub of whether or not commercial production can be declared given that, on the face of it, the main contractor for the concentrator hasn't been paid and the buyer (KML) is wanting to call on the bank guarantee that the contractor provided before starting - presumably to rectify the problems?
