Surely in any construction --

you wouyld withhold finally payment on ther construction of a house --ie

1/ the roof-- leaked water onto the ceiling
2/ the walls cracking due to poor pad preperation

In my opinion-- gbg feels the contractors constructing the plant ---are responsible for
1/ failure to ramp up on time
2/ faulty works that need to be re-built
3/ I would assume a plant smashing iron-ore 24/7 would have to be built to the highest specifications to survive

------gbg management may have an opinion thet wasnt met ---
in other words the contractors hasnt met their own guarentees 1
