With change of control and its deemed approval you have no documents to include in your submission at arbitration - just a lack of a Ministerial objection document.
WPL and COP believe FAR's dispute had no merit and FAR (8 months later) elected to escalate their dispute to arbitration, I suspect that the COP "answer" to FAR "request" for arbitration will include this Arrete Ministeriel as confirmation of transaction completion and Senegal Government endorsement that the transaction was compliant with JOA.
Until the arbitration is completed the PSC for development and production with WPL as operator could be delayed. Pretty straight forward. How long can FAR string this out and will a sale or T/O be the relief valve to unblock the project? Interesting times ahead.
