To me, being able to "participate" in a game does not mean that you are a permanent member.
There is no doubting that FAR as a company is in the good books with Senegal and The Gambia, you don't have to look very far. A2 and 5 being completed whilst all the others are just talking hot air is a typical example.
FAR knocking WPL as operator is a slap in the face for WPL and I bet you PC didn't think that could have happened and as for "They would just let FAR walk in to the bear trap", that's exactly how they operate and that's basically what they did with the purchase of SNE. Of course even then that back fired.
WPL also said everything will be finalised by year end 2016. That went well. If they do get gov't approval any time soon, be sure that our ear drums will be bashed in.
