I think that forms a very good basis that WPL were not certain at all of their ground and sought some reassurance from the gov. 24 Billion dollar companies just ignore everyone unless they have no choice. AIMO DB

FAR claimed to be unaware of the govt approval of the transaction. Which given a change of control is deemed after 60 days without objection....WPL made sure FAR were fully aware that the government approved by obtaining the arete ministeriel as confirmation once arbitration was invoked......
