Depends on whether turnkey by contractor or company project - but generally there is a schedule agreed fairly early on and you need to show pretty good reason for running late unless you want a hard time.
However once you get to commissioning it is generally accepted as only an estimate on a contractual basis as there are variables outside of the plant designers/constructors control - one example the owners can't give the dirt specified because mining is behind or sometimes the dirt isn't what they thought it was based on what are really tiny samples from fairly far spaced drill holes, and so on.
