sometimes what happens in a float, is not exactly above board. often there are sharks involved, who can make things happen - eg an ipo, which needs the capital, but people who can put up the money, want to be guaranteed that they do not lose any money.... to these sharks it is nothing more than business - and to the promoters (who are often sharks themselves), need to raise the capital, to get a listing.. it is called "mining the market"
