I am confused, I have read the GSOO. If WE & LD don't enter the supply pool (I presume vertical integration), but you add Perdeman and Synergy as new demand, plus reversing falling storage, and there is a resultant deficit, how does enabling export help? Are you suggesting exporting a % of onshore gas be allowed but only if there is surplus? The ripple effect of such a policy would translate into fast tracking new supply?
