Not sure the policies you mention are for the stated objectives. Well if it were me that created the policies you mention my reasons would be
"Limit rent that is paid to investors" - to help more local people/families afford to put a roof over their head.
"Limit gas revenue paid to investors" - to help more local people/families afford to keep the lights on/heat their house/cook food.
But what about the resulting consequences?
I think Stu is doing the right thing imploring the govt to make it either cheaper or faster to identify and develop gas assets to help offset the adverse affect on the policy.
You would like to think the govt have considered everyone impacted by their policies. And if they have but not addressed it, that is where the govt need the push for a 'please explain'.
