Company cannot pay dividends until it can create scale and bring the 2 processing centers online again.
Once they can self funds the 2 plants paid off debt and bring production up.... then they will be able. 2 years away at least.
All they need to do is to focus at producing gold lots of it. Increase resources and reserves, then the market is going to rerate it.
