I reckon a Placement for sure - then a SPP or a small Rights Issue.
If COE agree to a deal with APA for purchase of Orbost, COE must be certain it has the funds to complete the deal -> and a Placement gives them that certainty.
I don't think that the shares will be raised at a big discount, because the deal to purchase Orbost will be seen as a positive result.
