If you get past the censored parts, you will understand that the law required BLM to invite the Hualapai to be a "Cooperating Agency," but it did not require the Hualapai to agree to the plan modifications that BLM thought would strengthen its case in the next step, federal court. Let's just wait and see what the Hualapai say and do, OK?
