Looking back at COE announcements, there was an understanding with APA that Manta would be developed after Sole.
Fast forward to day and we know that Athena gas plant and Annie gas field became more of a priority.
It does read like APA wanted out and wasn't going to wait a long time after Annie was developed, seems like a bait and switch from COE and APA not really giving a f&$k.
