H ................. in my view everything is pointing that the JV is moving to develop SNE just they haven't yet officially 'Announced' that it is a commercial find (very difficult when they also haven't ann'd the 2C results!!!) and strangely enough this is what happened at Jubilee on the initial development, on reading the time line it was obvious that the JV were developing the discovery plus conducting appraisal in parallel but never officially ann'd that the discovery was commercial, well not that I can find!!!
