On reflection, this looks like a desperate gambit from COP/WPL. They have been totally frustrated by FAR's silence - witness Coleman's wildly erratic media comments - and with the 90-day window closing have now fired a shot that forces FAR's hand. FAR simply must respond on Monday, meaning COP and WPL will finally know what they're up against.
Tony, I don't discount your WPL-to-TO FAR theory; I just think the other scenario more likely.
It's going to be a long weekend, folks.
