Why choose one policy OR the other?
Why not BOTH?
A primary school kid could tell you that if Carbon Capture and Storage costs money to implement... but just letting all that CO2 into the air is free.....
Capture and Storage can NEVER compete with pollution on price alone no matter how much money you throw at the tech. You NEED a price on emissions if you are going to stop them.
The more money is raised by a carbon tax.... the more money can be spent on investing in new technology.
Scotty and Angus are smart enough to know this... but not honest enough to admit it.
