COP 1 was started in 1976 and technically completed in 1981. The power plant was installed onto COP 1 in 1988. For background, including maps, graphics, etc see:

The platform is tiny - it can't be part of a drilling rig can it? Maybe it's a working platform to connect up that pipe leading away from the well; I can't see a rig. But looking towards that engine/pump there seems to be another well head. That would be extraordinary, but maybe there has been some circulation testing going on. If that's looking north from COP 1 it would be a new well. Hmm but that's probably getting a bit speculative (could be a bloke carring a fishing rod). Oh is that another pipe near COP 1, leading to what looks like a lined pit? Oh dear - I'll be seeing UFO's soon. haha
Well, it'll be good to get Torey's comment. Could just be a file photo from the 80's afterall.
If that is now, they have moved fast, it has been set up since Nov (being the end of Winter).
