Not that any Copenhagen agreement has been reached but .... How else is any agreement to be monitored and adherence enforced without some organisation to oversee that?
So you want a handshake only? So the countries whose leaders have integrity do the right thing suffer financialy while others get away with doing nothing or even worse?
I think that the UN has more power, why aren't we quivering in our boots!
