I tend to agree with Lastly. I have no doubt Elanco established the trial criteria, set certain success parameters monitored the doggie trial, and as such were fully aware of the doggie numbers. Both PAA and Elanco would have been derelict in their duty if this was not the case as PAA would have been flying or trialing blind. I would also suggest regular reporting was a required deliverable of the agreement so Elanco would have been fully aware of the progress.
What I am suggesting is based on the commercial reality of what you would expect from a vet major so to infer the reason Elanco didn't exercise the option due to doggie numbers beggars belief IMHO.
