Its one thing to say production by end of '07 and another to deliver.
Allen Maynard in one of his annoucements said this :

test work, further exploration drilling, engineering studies, a radiation management program, environmental and community programs and all statutory regulatory authority requirements.

I think the market is waiting for these to become `knowns`.
Current sp reflects the unknowns at the moment. They were anticipating drilling in February, however there has been no news yet as to when they will commence (or if they already have). If they haven't started drilling then they are already 2-3months behind schedule.
