Baggage handlers did it imo.

I am against drugs, and there is no denying when they are strapped to your body or swallowed, but in your luggage, too many hands have an opportunity.

Baggage handlers are the last to touch it leaving and the first when it arrives.

I would like to see in cases like this, that know or suspected baggage is weighed and cross checked with departure weight before confronting owner.

Indonesia is more leint with Terrorists , go figure.
