I don't know but they had said that they would give details of WiFi and message at the end of Q2, they announced WiFi but there was no mention of message.
Looks like they are going ahead with it but no fanfare whatsoever so I presume it's not seen to be a majorly profitable part of the package. Might be a free add on to world phone, which would be a good idea in my opinion as it would make people engage with the app.
