That is why they should have locked up the cruise ship passengers once they disembarked or the cruise ship company, Carnival and Royal Caribbean should have made them pay their additional bills before letting them go. Now the claims against them or their estates will probably lead to bad debts but if they can recoup some of the money for the victims that would be good.
