Yes this is true. If you are unlucky and get seriously ill you will probably survive if you are put into an ICU. The death rate overseas is low because all the really ill people are ending up in an ICU. The problem is the ICU capacity is low so once the number of infected cases reaches a certain level (like in Wuhan) the death rate starts to go way higher.

Also it appears to take around 20 days to die once infected if you are in an ICU. Most of the infected outside of Wuhan have been infected for less time than this.
