I'm not sure where it takes me but it’s an interesting philosophical and potentially political conundrum.

So Russia and China lock up dissidents. Maintain strict controls over their press. Use propaganda and indoctrination to suppress anti Government sentiment.
Employ forces to carry that out.
People who are compliant become very nationalistic.
They have the tools and ability to get people to comply.

Western countries, slow to react.
Bickering and finger pointing between opponents and departments.
Events over take them and after some bungling and confusion a response is eventually ramped up.
Differences put aside for a while as various parties work out ways to gain an advantage in the longer term.
