IMHO coronavirus could destroy the entire mainland economy. As for steel production, short term bad but medium term, steel production will be increased.
Along with reconstruction of the economy will be new regulations on the live animal markets on the mainland. Western ideals for reconstruction of the economy are inevitable for the new ruler(s).
