The public housing towers full lock down can be shortened with TESTING.

1. Enforce a 1 Week in lockdown for everyone.

2. TEST every resident for both active virus and antibodies at the end of the week (at this point in time combination testing will be ACCURATE).

3. Retain lock down only for those with virus exposure in the unit.

4. Re-test everyone a week later.

5. Retain a 3 week lockdown for anyone refusing tests.

6. Retain security around the complexes to ensure that infected people don't walk.

7. Contact trace everyone who has the virus or has previously had the virus.


Easy!

(But of course this sort of protocol maybe too hard for Victorian health officials to contemplate)
