I don't know if it is the tax office that is inept. It's tax policy which is designed and enacted by politicians who are too influenced by
1. companies themselves, and
2. the idea that tax is bad, as opposed to a necessity to run a modern economy, especially when the infrastructure is not financially viable for private sector to run as it is either a necessity (water, healthcare, public transport), and/or enabler of the modern economy (education).
