OOO is an exchange traded product. When somone buys OOO, units (securities) are created. The market maker buys crude oil futures to represent those units. When someone sells OOO, those units are destroyed and the crude oil futures represented by them are sold.
More units in May compared with April just means that more people have been buying into OOO than selling out of it.
