It's all about acountability. If AU is shiping to China and they are reshiping then Maybe. IF they are shiping to Maylasia to smal Cinna firms that they know are mishandling waste then it is back on them, at least in US. Many large firms in US shipped wast to small firms that it was obviouse that they were not handling properly. When all the court cases were done the originator and the middle man were held responsible, both for entire bill. Since midle man had no money originator was responsible for it all.
