groundzero, most companies involved were american companies, and from my understanding the kickbacks tookplace between 1997 and 2002, so yes the Howard govt were in power ... and it's really starting to come out from this inquiry that the Howard govt played a very substantial role in aiding AWB with making these kickbacks.
