    Much of the junk left on the sea bed, and presumably the structures still in use, appear to provide habitat for marine life which didn't previously exist there. Hydrocarbons can be purged prior to decommissioning of pipelines and structures can be cut down to a level where there is no risk to shipping (I think 55m below surface was mentioned). Is there a case for concern that complete removal may have a worse environmental outcome than leaving some of it behind?

    The scars left by mankind's activities on land are seldom removed and the environmental consequences never reversed. IMHO this is a strong argument for putting wind farms offshore.
