    The cost of inaction is BAU expenses.
    The cost of action is varied, some cheaper, some slightly more expensive.

    The difference between the 2 is the P/L for the action.

    Suggest you look at the CSIRO report to find what all the 'tricksters' may be talking about. Or you could do some shallow research from a TV show and come up 1.6Trillion - lol
