You must be in WA or Toowoomba for swampies to work. For them to function there has to be a lot of air changes per hour, otherwise the wet bulb approaches dry bulb and no adiabatic cooling effect. If the schools aren't ventilating via windows then yes chances are microbiol becomes a real hazard.
In QLD they are fitting splits to the schools in conjunction with P&Cs.
