What the real reason would be is a lack of education.
Educated people know how to prevent scurvy --------- and the purchase of foods or similar are cheap enough ------- at worst one can go and buy a concentrated bottle of Lemon juice ---------- cheap
it lasts ages. There is no excuse for scurvy in Australia --------- IF people are educated

In Western Australia - with it's state wealth from royalties - the very last thing that their society should lack is welfare services and education -
but, they can't even house their people --------- from memory -
