"But we did not! Stupid, short term, penny pinching balance the budget philosophies (that due to this pandemic has been thrown out the window anyway) have cause the situation to be far worse than it needed to be."
Incidentally, as already pointed out to you even before the COVID-19 pandemic and in times of economic growth, the federal government of the USA ran large and growing annual budget deficit of around $1 trillion.
