That ‘inference’ is an assumption, there are many reasons to sell - capability oe capacitu of the owners may lead to partnerships with more experienced players, or those with the capavity to follow through on the project to derrive value.
There would have been DD done by VEC and not have just blindly walkes into a deal with a shabby resource - to think this is silly tbh.
In essence your post says nothing more than “the deal sounds too good to be true, something must be amiss” so please post something of subsystem just for the sake of it.
Would be very keen to hear thoughts from where the deal might have risks etc. but to start a new thread with no substance just spreading doubt... well, not sure what you expect.
