    W/o reading the announcement I would think that those words are standard auditor speak for Cougar not having sufficient cash to undertake planned activities for the year ahead ... if the raising is resolved this week (as announcements would have us believe) then technically the auditor could issue a kinder statement ... it is simply protocol as I see it.
