Totally understandable. The fact is that CXY had anomalous readings before which it thought were flawed. After checking the tests were found to be anomalous and the result of a lab error.
CXY should have reported the incorrect results and were in error there. In NSW we had a company releasing poisonous gas into the air with no public notifcation for days! Was that company shutdown no. Was it worst than failing to report an incorrect result. ABSOLUTELY.
