They could be paying a lower rate under flat rate which is something not to discount .
Governments would no doubt be restricted to being able officially stimulate demand through tax though.They can only lower and raise across the board the rate .
Dont worry about the poor in the system they are the least of the worry and consume just as much for there contribution to society . You think a socialist country would go flat rate if its populace couldn't see merit it in .
The only taxes that are being raised like here are alcohol and tobacco etc from what i can understand of flat rate system .
Similar to here the tax rates rising on those . Some of the countries have lowered initial rates .
