It is the Chinese, not SDL, that have delayed progess while the Africans are living on $1 a day.
If the Africans believe that the Chinese would progress with any sort of speed then they are being foolish.
Look at other examples in Africa if you don't agree.
Lucky we have UBS otherwise downrampers would accept 40c.
