If that list has not changed: Then the available shares would be 1.4% of shares on issue.
If National Nominees has dumped all their holdings (currently at 4.29%) They would have been able to do this without notifying teh market since their holding never exceeded 5%.
With other substnatial holders that are not CNP related, If you reduce their holding sby 0.99% (i.e. less than 1%) since any more and they would have to notify the market then you get about 8% of stock on issue.
Hence the range. Make sense?
