1) Monopolies - no competitors; and
2) Greenfield hopefuls - no one else is there yet to pluck the 'low hanging fruit'.

These projects take time and they're operating in a place where people dodged bullets, RPGs and mortars just getting to the local market for 23 odd years. Capitalism and development are something they've only seen in movies thus rubber stamping permits and contracts take time as the dust is still settling politically and socioeconomically.
